Project Viability Calculator
Background
On February 3, 2009, the assigned Commissioner for the RPS proceeding R.08-08-009 issued a ruling that, in part, highlighted the importance that the utilities’ bid evaluation methodology incorporate a robust assessment of project viability. On February 27, and March 6, 2009, parties filed comments and reply comments on the ACR, respectively.
Energy Division is working with stakeholders to develop an RPS project evaluation tool that will use standardized criteria to quantify a project’s viability, relative to other projects.
Energy Division staff requests responses to a data request and a revised Project Viability Calculator available for download below. Responses to the data request are due May 1, 2009. Responses should be served (but not filed) on the service list for R.08-08-009.

Workshop Materials
Parties met on April 7 to refine the criteria that may be used to determine a project viability score for each designated category, e.g., developer experience, technical viability and development milestones.
