The California Public Utilities Commission (CPUC) hired Opinion Dynamics Corporation (ODC) to perform an evaluation of the CSI process, its design and its execution. In December 2009 ODC delivered a "Draft California Solar Initiative Early Process Finding" report. Following a period of feedback from the Commission's Energy Division and from the CSI program administrators, ODC deliverred the final version of this report in March 2010, which can be downloaded here.
