California’s high priority renewable energy goals cannot be achieved, in an efficient manner, without considerable transmission investment that is well-coordinated with renewable energy development.
This has led to several important initiatives in the planning and financing of such coordinated transmission expansion, and integrating renewable generation into the wholesale market system.
Key initiatives in this area include the reform of the Large Generator Interconnection Procedures (LGIP), Location Constrained Generator Interconnection policy, CEC and CAISO analyses of the challenges of integrating intermittent renewable generation into the system, and the statewide Renewable Energy Transmission Initiative of which the CPUC is a major sponsor.
