The Statement of Qualifications (SOQ) shall be in 12 pt., Times New Roman font and not to exceed three (3) typewritten pages. Beyond the page limit and font size stated above, the format and organization of the information presented in the SOQ is at the discretion of the candidate. The SOQ should include a detailed explanation relating to each of the Required Experience/Qualifications bullets below in order to allow a reviewer to easily discern the candidate’s knowledge, experiences and abilities. Each candidate’s SOQ will be rated on their written communication skills, as well as the content of the Statement, using standardized rating criteria to select the most qualified candidate for the position. In the event there is more than one highly qualified candidate, hiring interviews may be conducted.

The Energy Division is seeking a capable candidate to conduct complex engineering, economic, technical and policy analysis of natural gas issues in the State and Federal Natural Gas Section. Some experience working on energy utility engineering, technical, regulatory, and/or policy issues is preferred but not required.
DUTIES AND RESPONSIBILITES:
This position will require briefing Commissioners, advisors, and Division management and working closely with Administrative Law Judges, utilities and interested parties. Under the general supervision of the Program and Project Supervisor, the successful candidate will perform complex engineering, economic, technical and policy research and analyses on a broad range of regulatory issues relating to the natural gas market, especially related to natural gas pipeline and storage field safety and operations, utility procurement, risk management, rates, operations, and services. The candidate may also analyze electric utility procurement of natural gas supplies and hedging using natural gas-related financial instruments, and may be a witness for the Commission at the Federal Energy Regulatory Commission.
The Senior Utilities Engineer (Specialist) in this position will evaluate utility applications, studies and reports, utility and intervener testimony, industry reports and studies, and Commission proposals. The incumbent will perform complex quantitative and written analyses and reports and assist Administrative Law Judges, Commissioners, and advisors in evaluating applications, studies and reports and filings related to natural gas issues. The incumbent will evaluate utility advice letters and when necessary write draft resolutions for the Commission. The engineer will represent the Energy Division and the Commission in meetings, workshops, and other regulatory forums, and may be called upon to organize and facilitate workshops. The incumbent will conduct analyses of bills proposed at the legislature related to natural gas issues.
The engineer may be required to review filings made at the Federal Energy Regulatory Commission on natural gas issues, and be an expert witness on natural gas issues for the CPUC at the FERC.
Areas of analysis that the candidate could be assigned to include: natural gas pipeline and storage field safety; natural gas utility services, revenue requirements, and rates; evaluation of utility interstate pipeline capacity contracts; natural gas market demand, supplies, and prices; CPUC and FERC regulatory policies on natural gas; cost allocation and rate design; procurement and risk management strategy and practice; infrastructure requirements; biogas potential; natural gas web site and gas cost incentive mechanisms.
Occasional travel may be required.

The candidate selected for the position must have demonstrated knowledge, skills, and abilities in the following areas:
