The SOQ shall be in 12pt., Times New Roman font, no longer then two (2) typewritten pages and should be in narrative format.  Candidates’ SOQs will be rated on their written communication skills as well as the content of their statements.  If a candidate’s SOQ exceeds the 2 page limit, only the first two pages will be evaluated.  Applicants who do not submit completed SOQs with their applications will not be given further consideration.

Description:

Duties/Responsibilities: Under the direction of the PPS/Project Manager, the incumbent will apply GIS (Geographic Information System) and Project Management knowledge as part of the Video Franchise Group, a new high-performing and motivated team implementing the requirements of AB 2987, The Digital Infrastructure and Video Competition Act of 2006.  The incumbent will use strong GIS leadership skills to plan (independently and as part of a team), organize, and conduct independent and complex research projects involving advanced technology deployment (particularly broadband and video service access and subscribership) within California (i.e. conduct research on demographic data, existing state resource data, and various map layers that can be integrated to provide a foundation for policy analysis and recommendations). 

As a subject matter expert, the incumbent will provide expertise in the development and maintenance of a new set of GIS-based applications created specifically to capture, evaluate, and analyze the vast amount of data which will be collected through a new state video franchise process.  The Research Program Specialist will play a lead role during the preparation of the Video Franchise team’s annual Legislative Report, the work for which will occur primarily between April and July of each year.  Incumbent will also lead the development of new GIS desktop and web-based application and tools.  These applications and tools will be used to improve the ability of Commission employees and others to gather, analyze, and display geographic, technology, socioeconomic, and other information.  Applications will initiate the development of standardized data structures to enable wide use throughout the Commission.  The Incumbent will routinely provide consultative services to Commission management and staff, legislative bodies, governmental entities, commissions, and/or external stakeholders.

REQUIRED EXPERIENCE/QUALIFICATIONS: 

  • Knowledge of: techniques and methodologies of GIS; principles and procedures of digital spatial data entry, storage, analysis and output; programming techniques for geographic analysis and applications; data base design and management techniques; cartographic design and production techniques; concepts of and terms used in demographic analysis; project management and application development methodologies and tools; Microsoft Office suite, and relational database management systems such as Oracle database 8i or 9i, or 10G.
  • Ability to: Independently and successfully perform complex research and analysis projects involving various types of digital and non-digital data and techniques and methodologies associated with GIS, identify spatial data needs and assess adequacy of existing data to meet analysis needs; design and test complex database structures for storage and manipulation of spatial data; use current GIS software, use project management tools, handle various administrative matters and responsibilities, prepare reports and present information publicly; develop GIS desktop and web-based applications and tools; work effectively with others as an interdisciplinary team member; communicate effectively, establish and maintain friendly and cooperative relations with those contacted, successfully follow direction and complete assignments; establish and maintain effective and cooperative working relationships with the Office of GIS, District GIS coordinators, GIS analysts, other Commission staff and staff of other State, regional, and local agencies and keep the Project and Program Supervisor informed and involved.
  • Analytical Requirements: Analyze business needs to determine requirements. Analyze requirements to determine alternative solutions. Analyze alternative solutions to determine preferred solution. Analyze project management and application development methodologies and tools to improve efficiency and cost effectiveness.
