The Statement of Qualifications (SOQ) shall be in 12 pt., Times New Roman font and not to exceed three (3) typewritten pages.  Beyond the page limit and font size stated above, the format and organization of the information presented in the SOQ is at the discretion of the candidate.  The SOQ should include a detailed explanation relating to each of the Required Experience/Qualifications bullets below in order to allow a reviewer to easily discern the candidate’s knowledge, experiences and abilities.  Each candidate’s SOQ will be rated on their written communication skills, as well as the content of the abilities and experiences presented using standardized rating criteria to select the most qualified candidate for the position.  In the event there is more than one highly qualified candidate, hiring interviews may be conducted.

WHO MAY APPLY:   

 

Applicants eligible for lateral transfer (defined in SPB rules 430-433; copies are available in the CPUC Human Resources Office), list appointment, voluntary demotion, reinstatement, or other State Civil Service eligibility under SPB rules will be considered.  To become “list eligible” for consideration, interested candidates must successfully pass a civil service exam.  To be eligible for list appointment, candidates must take the applicable exam and be listed in the first three ranks.  Those employees presently on an SROA list or employed by a surplus department in a specific classification designated as surplus will be given primary consideration.

 

The State Personnel Board currently administers the Associate Governmental Program Analyst (AGPA) online examination on a continuous basis. You may apply and take the AGPA exam on line at https://exams.spb.ca.gov/exams/agpa/. To be considered for this position, you must be list eligible by August 21, 2013.

 

Candidates who are eligible to transfer to the Staff Services Analyst (SSA) classification must pass the SSA transfer exam or have eligibility on the State Personnel Board’s SSA service-wide list.  You may apply and take the SSA exam on line at:  http://jobs.ca.gov/CASPB/sup/BulPreview.asp?R1=097500&R2=00105157&R3=7PB34.  To be considered for this position, you must be list eligible by October 19, 2013.

Description:

The Associate Governmental Program Analyst (AGPA) or Staff Services Analyst (SSA) reports directly and provides support to the CSID Director.  In addition, this position coordinates a broad range of administrative activities for the entire division focused primarily on personnel administration, business services, and other administrative activities for CSID as assigned by the Director.

 

The AGPA/SSA will be headquartered in the CPUC’s San Francisco office and will travel 40-60% of their time.

 

DUTIES AND RESPONSIBILITIES

 

Develop position allocation justifications and duty statements; develop and review branch and unit organizational structures; provide advice and consultation to Division management on a wide variety of matters relating to collective bargaining issues, classification issues, and allocation of the Division’s resources; develop questions along with rating criteria in the hiring and selection process; track and update all Division positions and vacancies (position control); maintain and update Division organizational charts  and employee information under Oracle database; develop job opportunity bulletins; prepare appropriate documentation to Human Resources for all personnel appointments (Form 1s) and changes and serve as liaison to Human Resources in the areas of selection, equal opportunity and labor relations; assist in planning Division meetings (includes interactions with other Divisions or governmental entities; coordination and planning of offsite activities when necessary).

 

Research, analyze, and make recommendations to the Division Director concerning administrative issues and proposals; studies and reviews the activities of the departmental programs to determine conformance with administrative policy and develops criteria for evaluating the effectiveness of departmental programs; makes special studies and investigations and prepares administrative reports; participate in Division management meetings and coordinate follow-up of action items; and serve as the Division’s representative on various Commission wide administrative committees.

 

Serve in a lead capacity to coordinate the work of the Director’s support staff; review the work of the Director’s support staff.  Maintain list of tasks for management team using tracking tools and prepare reports for the management team.  Responsible for preparing CSID reports, including CSID Monthly Report, CSID components of the CPUC Annual Report, and reports to the PUC Executive Director or Legislature. Utilize computer skills to prepare and finalize layouts of reports and make changes as directed by the Director.

 

Assist the Public Advisor’s Office.  Assist with covering CPUC public events, such as Commission voting meetings, public participation hearings and workshop, including signing up public speakers and assisting with other event logistics.  This may require long distance and overnight travel throughout California.

 

The employee must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone.  Standing and walking between work areas may be required.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard and to operate standard office equipment.  Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers to open and close to retrieve and file information.  Employees must possess ability to lift, carry, push, and pull materials and objects weighing up to 20 pounds; and must have a valid California driver’s license.

 

Employees will primarily work in an office environment with moderate noise levels, and controlled temperature conditions.  Employees may likely interact with upset individuals either on the phone or in person at Commission public events.

 

Significant travel required.

 

REQUIRED EXPERIENCE/QUALIFICATIONS:

 

  • Effective communications skills, both oral and written.
  • Experience and knowledge with State of California personnel/human resource work rules and practices.
  • Ability to work well as part of a team comprised of staff, management and administrative personnel.
  • Successful experience working on multiple detail-oriented assignments/tasks, prioritizing work and meeting deadlines.
  • Ability to handle sensitive or confidential administrative matters involving testing, hiring, training and other division organizational issues.
  • Creative thinking, flexibility and ability to weigh a variety of opinions prior to making decisions.
  • Ability to prepare reports, such as monthly internal reports and reports to the Executive Director or Legislature. This includes ability to establish deadlines and send reminders to staff to gather and provide necessary information.
  • Excellent interpersonal skills.
  • Demonstrated proficiency in Outlook, Word, Excel, and PowerPoint.
