For Legal Secretary positions in San Francisco, candidates qualify for a “hire above minimum” (HAM) with a starting salary of $3803 per month. Legal Secretary candidates are also eligible for salary adjustments for recruitment and retention not to exceed $4192.81. Similarly, for Senior Legal Typist, Range A, the HAM is $3242 with salary adjustments for recruitment and retention not to exceed $3574.31; Range B is $3621 and $3992.15, respectively.
Candidates who do not qualify for appointment to Legal Secretary may be considered at the lower classification to facilitate upward mobility, recruitment and training. Duties will be adjusted appropriate to the classification.

Applicants eligible for lateral transfer (defined in SPB Rules 430-433*), list appointment, voluntary demotion, reinstatement or other State Civil Service eligibility under SPB rules will be considered. To become “list eligible” for consideration, interested candidates must successfully pass a civil service exam. Those applicants currently on an SROA list or employed by a surplus department in a specific classification designated as surplus will be given primary consideration.

Duties/Responsibilities:
The Docket Office is responsible for reviewing and processing all new applications, cases, investigations, rulemakings, and subsequent pleadings filed before the Public Utilities Commission. In addition, the Docket Office, in coordination with the President and Chief Administrative Law Judge, prepares and issues the Assignment List for formal proceedings and publishes the Daily Calendar for internal distribution, subscription and Web site posting. After review and examination by the Legal Analyst, the Legal Secretary processes all new applications, cases, investigations, rulemakings, and subsequent pleadings (including but not limited to amendments, motions, briefs, rulings, petitions, and proposed decisions) filed before the Commission. The Legal Secretary processes legal pleadings, composes and types legal correspondence, serves complaints upon defendants, composes and types rejection letters and returns deficient pleadings to filers; types acknowledgments; types new title pages for improperly captioned formal pleadings, records on the Case Information System (CIS), a database case tracking system, all pleadings and decisions filed in formal proceedings, internal distribution of legal pleadings, analyses less complex pleadings (including but not limited to briefs, comments, compliance filings, and motions) for compliance with the Rules of Practice and Procedure; accepts pleadings for filing or composes correspondence notifying the filer of deficiencies, compiles the Daily Calendar, which is the official minutes of Commission business and notices hearings, workshops, new formal proceedings and advice letters, ex parte communications, decisions and resolutions rendered, etc. The Legal Secretary answers a variety of telephone and in-person inquiries from PUC staff, the general public and attorneys representing parties before the Commission.
Occasionally the Legal Secretary works flexible hours to accommodate short deadlines for alternate decisions.
Required Experience/Qualifications:
Applicant must possess a valid typing certificate of no less than 45 words per minute at the time of the hiring interview; be able to recognize proper English grammar, punctuation, and spelling of written material used by legal clerical staff; read and comprehend legal clerical work material; follow written instructions and apply information found in legal office reference material; proofread legal clerical material; communicate effectively; follow directions; establish and maintain effective working relationships; and analyze situations and take effective action. Incumbent must have knowledge of the PUC Rules of Practice and Procedure governing filing requirements and knowledge of Commission filing policies.
In addition, applicant must be able to work well under pressure; work accurately, with careful attention to detail; manage multiple priorities; and be able to work flexible hours to meet deadlines.
Candidate should have excellent typing skills and word processing proficiency, preferably Microsoft Word, and experience with document management, spreadsheet and database programs. Experience working in a legal setting with legal or administrative documents; posting documents on the Commission’s website or other websites is desirable.
Typing Test Requirements, Certification and Location:
Certification requires successful completion of a five minute timed test and a speed of 45 W.P.M. The typing certificate is valid for four years.
