Applications who are eligible for lateral transfers (defined in SPB Rules 430-433*), list appointment, voluntary demotion, reinstatements or other State Civil Service eligibility under SPB rules will be considered. To become “list eligible” for consideration, interested candidates must successfully pass a civil service exam. To become eligible for list appointment, candidates must take the applicable exam and be listed in the first three ranks. Applicants currently on a SROA list or employed by a surplus department in a specific classification designated as surplus will be given primary consideration.

This is the entry, recruiting and developmental class. Under supervision, incumbents perform a broad range of research and analyses applicable to public utilities and transportation regulation; they are assigned duties and responsibilities commensurate with their background and training.
One or more positions may exist in the following areas:
Communications Division
Consumer Service and Information Division
Division of Ratepayer Advocates
Division of Water and Audits
Energy Division
Policy and Planning Division
Safety and Enforcement Division
DUTIES/RESPONSIBILITIES:
Candidates selected for the position should have demonstrated knowledge, skills, and ability in the following areas:

Ability and/or experience to conduct economic, policy and financial analysis;

Ability and/or experience to gather data and synthesize information in a cohesive manner, to analyze situations, and to recommend effective courses of action;

Ability and/or experience to handle multiple assignments with accuracy, to prioritize workload, meet deadlines, and to work independently;
-
Ability and/or experience to write reports, testimony, memos, and letters, to make presentations and articulate recommendations in a persuasive manner;
-
Ability and/or experience to establish and maintain cooperative and positive working relationships with others.

Experience working with computer software such as Microsoft Word, Excel, Access, Power Point, and other applications.

Excellent written and verbal communication skills.
