The SOQ must address the candidate’s experience and qualifications as they relate specifically to bullet items in the Required Experience/Qualifications section of this bulletin.  The SOQ shall be in 11 point, Arial font, no longer than three (3) typewritten pages and should be in a narrative format.  Candidates will be rated on the content of their statements as well as their written communication skills.  If a candidate submits more than three pages, only the first three pages of the SOQ will be evaluated.  The content of the SOQ should provide the reviewers with sufficient details for each topic area to demonstrate the candidate’s ability to serve as an Associate Transportation Representative or Transportation Analyst in the Transportation Enforcement Branch.  The SOQ will be evaluated using standardized rating criteria to select the candidate that is most qualified for the position.  In the event there is more than one highly qualified candidate, hiring interviews may be conducted.

WHO MAY APPLY

 

Applicants eligible for lateral transfer (defined in SPB Rules 430-433*), list appointment, voluntary demotion, reinstatement, or other State Civil Service eligibility under SPB rules will be considered. To become “list eligible” for consideration, interested candidates must successfully pass a civil service exam.  Applicants currently on a SROA list or employed by a surplus department in a specific classification designated as surplus will be given primary consideration.

In the absence of a Transportation Analyst eligibility list, the CPUC will be using the Staff Services Analyst (SSA) list.  The State Personnel Board currently administers the SSA online examination on a continuous basis. You may apply and take the SSA exam online at https://exams.spb.ca.gov/exams/ssa/

Description:

REQUIRED DUTIES/RESPONSIBILITIES:

 

Under the general direction of a Senior Transportation Representative, incumbent conducts investigations of household goods and passenger carriers involving alleged or potential violations of the Public Utilities Code, Business and Professions Code, Commission regulations, and other state and local laws and regulations. Incumbent prepares reports, testimony and witness declarations, and presents evidence to prosecute cases; testifies at formal hearings, and prepares reports for local prosecution. Incumbent participates with other regulatory and law enforcement agencies in joint enforcement operations. Incumbent must successfully complete the basic peace officer training (PC 832 exclusive of firearms) and possess a valid California driver’s license. Some travel is required.

 

The Transportation Analyst is an entry level position, handling the less complex cases and issues. The Transportation Analyst may also assist the Associate Transportation Representative in the more advanced cases and assignments by performing the more routine aspects of the assignment.

 

The Associate Transportation Representative is a journey level position and is assigned the more complex and difficult investigations requiring investigative and report writing experience. Associates must be capable of working satisfactorily with minimal supervision and may be charged with leading an investigation or other transportation project.

 

REQUIRED EXPERIENCE/QUALIFICATIONS: 

 

Candidates must demonstrate knowledge, skills and ability in the following areas:

 

Transportation Analyst candidates:  Expected to be rated for at least these eight (8) criteria:

  • Experience preparing original correspondence and lengthy written reports, demonstrating the ability to explain issues clearly and concisely.
  • Experience and/or training in the collection and analysis of records, including a description of how you presented your findings and conclusions. 
  • Ability to prioritize assignments and meet deadlines, to work well under pressure, and capable of multi-tasking.
  • Ability to analyze situations accurately, and to recommend and take effective courses of action.
  • Must be detail-oriented and possess a high degree of initiative and be able to work independently with minimal supervision.
  • Ability to establish and maintain cooperative and positive working relationships with others.
  • Ability to interpret and apply statutes and regulations, such as the Public Utilities Code, Public Utilities Commission rules, regulations, and decisions, and the household goods carrier tariff. 
  • Knowledge of standard computer applications such as Microsoft Word, Excel, PowerPoint, and Excel.

Associate Transportation Representative candidates:  Expected to be rated for all nine (9) criteria.

  • Experience conducting complex investigations or audits involving possible violations of law or agency rules and regulations, collecting and analyzing records, interviewing witnesses, and determining an appropriate course of action that has resulted in administrative, civil and/or criminal sanctions.
