The Statement of Qualifications (SOQ) shall be in 12 pt., Times New Roman font and not to exceed three (3) typewritten pages. Beyond the page limit and font size stated above, the format and organization of the information presented in the SOQ is at the discretion of the candidate.
The SOQ should include a detailed explanation relating to the seven Required Experience/Qualifications bullets listed below in order to allow a reviewer to easily discern the candidate’s knowledge, experience and abilities in that area. Each candidate’s SOQ will be rated on their written communication skills, as well as the content of the abilities and experiences presented using standardized rating criteria to select the most qualified candidate for the position. Following a review of the SOQ’s, hiring interviews will be arranged for the most competitive candidates.

Applicants eligible for lateral transfer as defined in SPB rules 430-433, list appointment, voluntary demotion, reinstatement, or other State Civil Service eligibility under SPB rules will be considered. To become “list eligible” for consideration, interested candidates must successfully pass a civil service exam. To be eligible for list appointment, candidates must take the applicable exam and be listed in the first three ranks.

Among its many duties, the Communications Division (CD) Carrier Oversight and Programs Branch is responsible for the administration of the Commission’s service quality program that was adopted to help the Commission meet its obligation to ensure that telephone corporations provide safe and reliable telephone service. CD staff reviews service quality data reported by telephone corporations to determine if the companies are in compliance with service quality rules, and analyzes the data to determine if there are areas of concern regarding the level of service the companies are providing to customers and provides advisory support for decision-makers on a range of regulatory issues, including those covering Federal and State network outage reporting and carrier specific service quality results.
Currently the Commission has a proceeding underway to assess whether the current service quality rules are relevant in a changing telecommunications industry that is moving to wireless and internet based technologies and whether the existing reporting requirements provide the Commission with necessary information to meet the statutory obligation to ensure that telephone corporations provide safe and reliable telephone service at reasonable rates. Additionally, the Commission is concurrently examining the service quality results of the two largest telephone corporations: AT&T-California and Verizon- California.
Duties/Responsibilities:
Under the general direction of a Program & Program Supervisor, the Senior Telecommunications Engineer is responsible for conducting telecommunications engineering surveys and studies of telephone corporation networks and facilities and analyze telephone service trouble and outage data to determine if there are areas in the state with chronic service problems and the results will be conveyed in written reports and/or memorandum that will be shared with CD management and CPUC decision makers. The engineer may be the lead on a team of 1-2 analysts working on service quality matters or work individually.
Although this engineer will be assigned principally to service quality analysis, the incumbent would be expected to provide technical consultation for other telecommunication programs, which could include feasibility analysis of network proposals, evaluation of funded infrastructure projects, input on telephony equipment under consideration.
To qualify for this position, the candidate must have the equivalent of graduation from college with a major in electrical, electronic, or communications engineering.
Required Experience/Qualifications
The candidate selected for the position should have demonstrated knowledge, skills, and abilities in the following areas:
- Knowledge of general engineering principles, theory, and mathematics, particularly with a focus on communication, broadband, or electronic systems.
- Experience applying communication system engineering, including performing network engineering survey, preparing telephony technology studies and evaluating network system design for wireline, wireless and/or broadband modes of communications.
- Demonstrated ability to analyze technical data and large data sets.
- Experience developing or evaluating service quality standards and their related reporting requirements.
- Project leadership experience in planning, organizing, and conducting engineering examinations or studies of communications networks.
- Demonstrated ability to explain in a clear and understandable manner, verbally and in writing, complex telecommunications and communications technology and network design and maintenance subjects to audiences that do not have technical network engineering background.
- Demonstrated ability to interact on a peer-to-peer engineering level with network engineers and consultants, as well as with other staff (economists, lawyers, accountants).
