The application will require a Statement of Qualifications (SOQ) which must address the candidate’s experience and qualifications in the “Required Experience/Qualifications” section of this bulletin, as they relate to the duties and responsibilities of the position outlined below.  The SOQ shall be in 11 point, Arial font, no longer than three (3) typewritten pages.  Candidates will be rated on the content of their statements as well as their written communications skills. If a candidate submits more than three pages, only the first three pages of the SOQ will be evaluated.  The content of the SOQ should provide the reviewers with sufficient details and specific examples for each of the topic areas under the “Required Experience/Qualifications” area of this bulletin to demonstrate the candidate’s ability to serve as a Senior Utilities Engineer, Specialist, in the Electric Safety and Reliability Branch, Electric and Communications Facility Safety Section.  Statement of Qualifications will be evaluated using standardized rating criteria to select the candidate that is most qualified for the position.  In the event there is more than one highly qualified candidate, hiring interviews may be conducted.

WHO MAY APPLY: 

 

Applicants who are eligible for lateral transfer (defined in SPB Rules 430-433*), list appointment, voluntary demotion, reinstatement or other State Civil Service eligibility under SPB rules will be considered.  To become “list eligible” for consideration, interested candidates must successfully pass a civil service exam.  Applicants currently on an SROA list or employed by a surplus department in a specific classification designated as surplus will be given primary consideration.

 

Possession of a current valid California Professional Engineer License required.

 

In addition, eligible candidates must complete the Criminal Record Supplemental Questionnaire form which will be sent by Human Resources after the final filing date and a background check may be required.

Description:

DUTIES & RESPONSIBILITIES:

The successful candidate will spend time in the field leading and coaching Utilities Engineers. The successful applicant will be expected to travel overnight, occasionally for several days at a time, and/or drive over 100 miles on short notices during unusual hours.  Possession of a valid California Driver’s License, Class C is required.

 

Under the general direction of a Program and Project Supervisor (PPS), a Senior Utilities Engineer (Specialist) will perform the more difficult and complex engineering tasks that require a high level of analytical and technical analysis, provide leadership to the section and support the PPS. 

 

The Senior Utilities Engineer (Specialist) will be responsible for exercising Commission oversight responsibilities for safety and reliability of electric and communication utility systems; and prepare technical reports and exhibits and provide formal testimony in Commission proceedings involving safety and reliability.  Conduct workshops to develop new programs and resolve disputes. Act as lead person and assists the PPS in developing procedures and guidelines for conducting audits, inspections, and incident investigations. Work on complex engineering issues involving the design, construction, operation and maintenance of electric and communication utility systems.  Conduct investigations of utility incidents involving technically challenging issues.  Perform independent studies of the utility industry.  Identify unsafe practices in the utility industry and initiate Orders Instituting Investigation of these practices. Evaluate new technologies that affect utility safety and reliability.  Issue recommendations, and develop new rules and guidelines regarding utility proposals to introduce new technologies. Revise Commission General Orders as necessary.  Lead challenging audits of the utility industry.  Arrange and facilitate meetings, interviews, and audits with utility representatives.  Train staff to conduct audits, inspections, and investigations of utility systems. 

 

Required Experience/Qualifications:  A successful candidate selected for the position must have demonstrated knowledge, experience, skills and ability in the following areas:

 

  • Engineering experience in the field of electric railway systems, such as High Speed Rail or Light Rail Systems.
  • Experience in creating and revising laws, policies and procedures, such as safety General Orders.
  • Engineering experience in the field of safety and reliability of overhead electric distribution and transmission systems.
  • Ability to conduct technical investigations of complex issues involving utility systems and practices.  
  • Experience with project coordination and team building.
  • Experience in preparing and making written and verbal presentations, demonstrating the ability to explain issues clearly and concisely, and to make persuasive and effective presentations, with the ability to reason clearly and exercise a high degree of independence in performing routine daily work assignments.
  • Ability to work well under pressure, and with minimal supervision, to analyze situations accurately, and to recommend and coordinate effective courses of action, while establishing and maintaining cooperative and positive working relationships with others, both inside and outside the agency.
  • Experience working with Microsoft Word, Excel, Access, Project and Power Point.
