The applications will require a Statement of Qualifications (SOQ) which must address the candidate’s experience and qualifications in the “Required Experience/Qualifications” section of this bulletin, as they relate to the duties and responsibilities of the position outlined below. The SOQ shall be in 11 point, Arial font, no longer than three (3) typewritten pages. Candidates will be rated on the content of their statements as well as their written communications skills. If a candidate submits more than three pages, only the first three pages of the SOQ will be evaluated. The content of the SOQ should provide the reviewers with sufficient details and specific examples for each of the topic areas under the “Required Experience/Qualifications” area of this bulletin to demonstrate the candidate’s ability to serve as a Senior Utilities Engineer (Specialist) in the Gas Safety and Reliability Branch. Statement of Qualifications will be evaluated using standardized rating criteria to select the candidate that is most qualified for the position. In the event there is more than one highly qualified candidate, hiring interviews may be conducted.

WHO MAY APPLY:
Applicants who are eligible for lateral transfer (defined in SPB Rules 430-433*), list appointment, voluntary demotion, reinstatement or other State Civil Service eligibility under SPB rules will be considered. To become “list eligible” for consideration, interested candidates must successfully pass a civil service exam. Applicants currently on a SROA list or employed by a surplus department in a specific classification designated as surplus will be given primary consideration.
In addition, eligible candidates must complete the Criminal Record Supplemental Questionnaire form which will be sent by Human Resources after the final filing date and a background check may be required.
Possession of a current valid California Professional Engineer License required.

DUTIES & RESPONSIBILITIES:
Under the general direction of a Program and Project Supervisor (P&PS), incumbents will perform complex audits of pipeline operators’ gas transmission and distribution integrity management programs.
Incumbents will develop plans and procedures for future integrity management program audits, which will include a holistic approach to identify pipeline segments for audits based on risk.
Incumbents will help develop, implement and monitor operator compliance with new Integrity Management mandates the CPUC may adopt as a result of its 2011 Natural Gas Safety Rulemaking.
Incumbents will investigate gas transmission pipeline incidents and review Integrity Management Reports and pipeline data submitted to the Federal Pipeline and Hazardous Material Safety Administration (PHMSA) by pipeline operators for compliance issues.
Incumbents will prepare audit and technical reports and exhibits and provide formal testimony in Commission proceedings involving gas pipeline safety and integrity. Conduct workshops to develop new programs and resolve disputes.
Incumbents will represent the Commission and CPSD management in inter-agency and industry conferences, public meetings, operational practices and results, pipeline design and future utility development.
Incumbents will be required to travel on a frequent basis, including overnight stays and on occasions, required to work unusual hours. Possession of a valid California Driver’s License, Class C is required.
REQUIRED EXPERIENCE/QUALIFICATIONS:
Candidates selected for the position should have demonstrated knowledge, skills, and ability in the following areas:
- Technical engineering experience and knowledge in the field of utility safety and integrity management, specifically in the area of natural gas and propane pipeline technology;
- Ability to conduct technical investigations of complex issues involving gas utility systems and practices and integrity management;
- Experience in developing and implementing new programs, policies and procedures;
- Experience in project coordination and team building;
- Systems thinking, strategic planning, establishing goals, objectives and priorities; organizing and executing around priorities;
- Experience in preparing persuasive technical reports and making verbal presentations, explaining issues in a clear and concise manner;
- Ability to innovate and improve the efficiency and effectiveness of inspections and investigations;
- Ability to reason clearly and exercise a high degree of independence in performing work assignments;
- Setting a good example of professional behavior, including work ethic, for team members and establishing and maintaining positive working relationships;
- Experience working with computer software such as Microsoft Word, Excel, Access, Power Point, and other applications.
