The SOQ must address the candidate’s experience and qualifications as they relate specifically to the bullet items in the Required Experience/Qualifications section of this bulletin.  The SOQ shall be in 11 point, Arial font, no longer than three (3) typewritten pages and should be in a narrative format.  Candidates will be rated on the content of their statements as well as their written communication skills. The SOQ will be evaluated using standardized rating criteria to select the candidate that is most qualified for the position.  The content of the SOQ should provide the reviewers with sufficient details for each topic area to demonstrate the candidate’s ability to serve as a Staff Services Manager I (Supervisor).   In the event there is more than one highly qualified candidate, hiring interviews may be conducted.

Applicants eligible for lateral transfer (defined in CCR 250 AND SPB Rules 430-433*), list appointment, voluntary demotion, reinstatement or other State Civil Service eligibility under SPB rules will be considered.  To become “list eligible” for consideration, interested candidates must successfully pass a civil service exam.  Those applicants currently on an SROA list or employed by a surplus department in a specific classification designated as surplus will be given primary consideration.

Duties and Responsibilities:


The Administrative Services - Management Services Branch consists of the Business Services Office, Contract Services Office, and Environmental Sustainability Program.


The SSMI is the CPUC’s Contracts Office Manager. In this capacity, the SSMI will be responsible for the Contracts Office and reports directly to the Chief of Management Services, who reports to the Director of Administrative Services. The SSMI will be responsible for all contracts processes, policies, procedures, and oversees the program and daily operations of the Contracts Office and supervises a group of journey-level Contract Officers who develop and administer all personal and consultant services contracts for the CPUC. The SSMI performs and handles all controversial and sensitive contract issues and/or appeals with project managers, senior management, contract officers, and Department of General Services (DGS). The SSMI and the officers serve as partners for internal customers, providing a high level of customer service. This position will also be responsible for planning, organizing, reviewing, and supervising the work of staff that support portfolios of contracts for the CPUC.


The SSMI will be responsible for planning, reviewing, managing, directing, assigning tasks, and establishing priorities based on CPUC needs; oversee, develop, and implement policies, processes, and procedures in order to streamline and improve efficiencies within the office; and prepare management memos, reports, and announcements.



Required Experience/Qualifications:



Knowledge, skills and ability must be demonstrated in the following areas:    

  • Thorough understanding of public sector contracting; California State contracting policies, practices, procedures, calendar, and approval processes; federal, state and local laws and regulations related to contracting.
  • Strong working knowledge of contract tracking and management software.
  • Strong leadership, supervisory, program management skills and political astuteness, including knowledge of effective change management, planning, organizing, directing, and engaging staff.
  • Excellent written and communication skills.
  • Strong interpersonal, team building, and customer service skills.
  • Experience with a variety of computer systems and tech savvy.
  • Experience collecting and using data to drive management decisions.
  • Excellent analytical skills, including the ability to use good judgment when analyzing data and situations, draw sound conclusions, and take effective actions.
  • Flexibility and willingness to thrive in an environment of change.
