The SOQ must address the candidate’s experience and qualifications as they relate specifically to bullet items in the Required Experience/Qualifications section of this bulletin. The SOQ shall be in 11 point, Arial font, no longer than three (3) typewritten pages and should be in a narrative format. Candidates will be rated on the content of their statements as well as their written communication skills. The SOQ will be evaluated using standardized rating criteria to select the most highly qualified candidate for the position. The content of the SOQ should provide the reviewers with sufficient details for each topic area to demonstrate the candidate’s ability to serve as a Staff Information Systems Analyst (Specialist). In the event there is more than one highly qualified candidate, hiring interviews may be conducted.

Applicants eligible for lateral transfer (defined in SPB Rules 430-433*), list appointment, voluntary demotion, reinstatement or other State Civil Service eligibility under SPB rules will be considered. To become “list eligible” for consideration, interested candidates must successfully pass a civil service exam. Those applicants currently on an SROA list or employed by a surplus department in a specific classification designated as surplus will be given primary consideration.

DUTIES/RESPONSIBILITIES:
The CPUC IT Service Desk supports over 1000 users across three regions (Sacramento, San Francisco and Los Angeles). This position supports LA office and remote location users. Travel to LAX, San Diego, San Francisco and Sacramento as required.
Under the direct supervision of the Senior Information Systems Analyst (Supervisor), the incumbent provides assistance to clients requiring high technical expertise on a broad range of hardware/software relating to PCs, networks and projects. Incumbent ensures the continued availability of all IT resources in the Southern California offices and remote users. Respond and prioritize IT Service Desk requests for service via request system, phone and in person and to work assigned requests to completion and full satisfaction of end users. Install, configure, modify, and upgrade hardware and software on the desktop/laptop. Work with Technology Services Unit to provide network connectivity to the servers and equipment in the LA data center, working after hours as required. Utilize desktop management utilities to update software commission-wide. Deploy and manage enterprise antivirus software. Maintain and support wireless devices including Blackberry, Android, iOS based phones.
The Staff Information Systems Analyst will be a key member to the IT Service Desk as we embark on several new projects in the near future. The incumbent contributes toward the growth of the Information Technology Services Branch into a customer-focused, service oriented organization by following Branch cultural principles and by providing constructive feedback to others within the Branch regarding the application of those principles.
REQUIRED EXPERIENCE/QUALIFICATIONS:
The candidate selected for the position should have demonstrated knowledge, skills and abilities in the following areas:

Ability to respond and prioritize IT Service Desk requests for service via request system, phone and in person and to work assigned requests to completion and full satisfaction of end users.

Extensive experience in the installation, configuration, modification, upgrade, maintenance and troubleshooting of standard hardware and software.

Experience in troubleshooting network connectivity problems and questions for desktops and laptops.

Experience in desktop/laptop image, set up, and deploy new and upgraded equipment.

Experience in documenting IT Service Desk procedures and work instructions.

Thorough knowledge of Windows 7 Operating System, and Office Suite 2010 for desktops/laptop. Familiarity with Windows 8 Operating System.

Experience in desktop management and software deployment utilities e.g., Microsoft SCCM, Symantec Altiris or CA Unicenter.

Experience in deploying updates for Windows, Adobe/Java using WSUS or other utilities.

Experience in supporting wireless devices including Blackberry, Android, iOS based phones.

Experience in supporting and troubleshooting Windows 2008/12 server operating system.

Experience in deploying and managing enterprise antivirus software.

Experience working on network equipment (e.g., routers, switches) and providing network connectivity to the servers and equipment in the data center.

Ability to act as lead or in a team member capacity on various IT projects and the ability to work both independently and as part of multi-discipline workgroups.

Responsible for exploring the cost benefits of new technologies that could provide increased productivity for Commission clients that integrates with the existing enterprise infrastructure.
DESIRABLE EXPERIENCE/QUALIFICATIONS:
- Experience with enterprise backup software e.g., Commvault, Microsoft Data Protection manager, Symantec Backup Exec.
- Familiarity with Active Directory and Microsoft Exchange.
