The SOQ should not exceed two (2) typewritten pages in Times New Roman, 12 point font. The SOQ should be in narrative format and beyond the font type and size stated above, the format and organization of the information presented in the SOQ is at the discretion of the candidate. If more than 2 pages are submitted, we will evaluate only the first 2 pages of your SOQ. The content of your SOQ should provide us with detailed experience for each of the Required Experience/Qualifications, demonstrating your ability to serve as the Assistant Public Advisor in Los Angeles. We will rate your SOQ on the content of your statement and your written communication skills using standardized rating criteria to select the most qualified candidate for this position. Candidates who are currently in the classification of PURA I, II, or III or are eligible for list appointment on the PURA I, II or III lists will be considered. Those applications currently on an SROA list or employed by a surplus department in a specific classification designated as surplus will be given primary consideration.
DUTIES & RESPONSIBILITIES:
Under the general direction of the Public Advisor, the incumbent will act as an Assistant Public Advisor in the Los Angeles Public Advisor’s Office. The incumbent is responsible for researching and interpreting the Public Utilities Code and the Rules of Practice and Procedure in order to provide the appropriate procedural directions, information and advice to individuals and groups who want to intervene as formal parties in CPUC proceedings, as well as assisting those who want to provide informal comment on such proceedings. The incumbent also provides procedural information and advice to parties who seek compensation through the Commission’s Intervenor Compensation Program and to individuals who wish to file a formal complaint with the CPUC. The incumbent reviews, corrects and approves utility authored customer notices and bill inserts. The incumbent is the lead on, or assists in, the logistical organization of a variety of events such as public participation hearings, prehearing conferences, conferences and workshops and represents the CPUC at meetings, conferences, hearings and other forums, including giving formal presentations regarding the CPUC and its programs and processes. The incumbent provides information and assistance to members of the public, Community Based Organizations, regulated utilities, CPUC Commissioners and their staff, and members of other CPUC Divisions. The incumbent will respond, both in writing and orally, to inquiries and comments from the public on CPUC issues, decisions, proceedings and processes, and will also respond to inquiries and referrals from the Governor’s Office and Legislative Offices. The incumbent will conduct research and analysis on issues and trends and provide the Public Advisor, CSID Director and other management input and recommendations on constituent concerns and needs and also keep management informed of barriers that prevent effective public participation.
This position requires extensive travel in the general area of Southern California and some travel throughout the rest of the state. This position requires frequent evening and weekend work hours.
REQUIRED EXPERIENCE/QUALIFICATIONS:
- Exceptional communication skills (oral and written).
- Experience in researching, analyzing and clearly articulating complex information related to the Public Utilities Code, Rules of Practice and Procedure and providing procedural information and advice on ongoing CPUC proceedings and issues.
- Knowledge and/or experience with the issues relating to and operations of industries regulated by the CPUC, such as telecommunications carriers, energy providers, water companies and transportation companies.
- Experience working directly with members of the public, both individually and in groups.
- Experience in public speaking, preparing and making presentations.
- Experience preparing reports, tracking data, conducting analysis and presenting findings and recommendations.
- Experience in organizing and coordinating large-scale meetings, hearings or conferences.
DESIREABLE QUALIFICATIONS:
