The selection process will consist of the evaluation of a Statement of Qualifications (SOQ). The SOQ must address the candidate's experience and qualifications as they relate specifically to bullet items in the Required Experience/Qualifications section of this bulletin. The SOQ will be evaluated using standardized rating criteria to select the candidate that is most qualified for the position. If needed, hiring interviews may be held to select the successful candidate.
The SOQ shall be in Times New Roman 12-point font, narrative format, not to exceed three (3) typewritten pages. Candidates will be rated on the content of their statements as well as their written communication skills. If a candidate submits more than three pages, only the first three pages of the SOQ will be evaluated. The content of the SOQ should provide the reviewers with sufficient details for each topic area to demonstrate the candidate's ability to serve as a Telecommunications System Analyst II in the Information Services Branch.

Description:

Duties/Responsibilities: 

The Telecommunication Systems Analyst II will work under the general supervision and guidance of the Senior Information Systems Analyst (Supervisor). The incumbent works in coordination with Commission staff, state agencies, service and equipment providers to facilitate the implementation and efficient operation of a wide range of matters associated with the Commission’s telecommunications network.  As one of the Commission’s senior journey level telecommunications analyst, incumbent possesses a broad knowledge of the processes and procedures to make appropriate changes to the telecommunications system as well as expertise in the layout and maintenance of the entire network and the operation of electronic phone equipment in order to ensure the coordination of the Commission’s entire telecommunications system is connected and operates under optimum efficiency.  On the more complex and large telecommunications projects, incumbent will assist as a team member and/or project manager assigned to a specific task. As technology has been ever evolving and moving forward, incumbent is required to keep up with the latest wireless technology, voice over IP, contracts, and IT development associated with today’s communication needs.  Occasional travel may be required.

Required Experience/Qualifications:

Knowledge and skills and ability must be demonstrated in the following areas:

    • Experience in planning and implementing enterprise level telecommunications systems.
    • Experience in preparing written reports, demonstrating the ability to employ critical thinking, clear concise information delivery with attention to detail.
    • Ability to work within a diverse group of technically proficient staff.
    • Ability to prioritize work and adapt to changes in time and resource availability.
    • Experience in developing telecommunication infrastructure plans.
    • Possess a high degree of initiative with the ability to work both independently and as part of multi-discipline workgroups.
    • Ability to identify telecommunications resources such as landline, mobile telephone, VOIP and teleconferencing for appropriate applications.
    • Experience in conducting project presentations.
    • Ability to maintain the Commission’s televideo conferencing system.
    • Experience with managing mobile wireless telephone equipment, related software and maintenance.
    • Ability to understand complex telecommunication implementation concepts and deployment plans.
    • Experience in leading work groups comprised of personnel assigned to the TSAI position(s).
    • Experience in managing Centrex and call center systems.
    • Experience in designing and managing T1, DSL, VSAT deployments.
    • Experience in network cable build outs to include network connectivity infrastructure such as Cat5/6, Fiber and WiFi.
