Salary:

Administrative Law Judge I, PUC: Monthy Salary: $7494-9063 *

Administrative Law Judge II, PUC: Monthy Salary: $7858-9509 *

*ALJs  who complete a qualified National Judicial College (NJC) certificated course related to administrative law adjudication or twenty (20) hours of judicial education or certification as approved by the employee’s department shall receive a monthly differential of five percent (5%) of their salary.  Equivalency shall be determined by the Department of Personnel Administration based on recommendations from the employee’s department.

Who May Apply:

There are three vacancies available.

Applicants must be eligible for list appointment, lateral transfer or reinstatement.  Those applicants currently on an SROA list or employed by a surplus department in a specific classification designated as surplus will be given primary consideration.  All applications will be reviewed; however, only the most qualified candidates will be interviewed.

Candidates who do not qualify for appointment to ALJ II may be considered at the lower classification to facilitate upward mobility, recruitment and training.  Duties will be adjusted appropriate to the classification.

 

Description:

Duties/Responsibilities:

The majority of assignments for this position will focus on the energy area.  An Administrative Law Judge (ALJ) presides over hearings on formal matters that require hearing such as applications to set rates, complaints, and enforcement investigations or rulemakings to set policy; instructs parties as to their rights; issues subpoenas, administers oaths, examines witnesses, and receives documentary evidence; rules on exceptions, motions, and admissibility of evidence; hears argument, directs or permits the filing of briefs, and makes rulings prior to submission of assigned matters; consults with staff members on technical subjects; analyzes pleadings in preparation for hearings; determines the advisability of and holds prehearing conferences; analyzes and evaluates facts and law and exercises independent judgment in the preparation and issuance of reports and findings; prepares and recommends drafts of opinions, orders, and recommendations for consideration by the Commission.

Desirable Experience/Qualifications:

Applicants must have experience in the presentation of exhibits or evidence or the examination of witnesses at CPUC hearings, other quasi-judicial body or trial court; preparation of proposed decisions for same; experience as a member or hearing officer of a quasi-judicial body; or rendering of responsible assistance to a Commissioner in reviewing, evaluating and recommending action to be taken by the Commissioner, or in the preparation for or hearing cases coming for formal hearing before the Commissioner or Commission, or in the preparation of decisions by the Commissioner or Commission.  Experience must have included or been supplemented by technical or professional experience in gas, electric, telecommunications, water, transportation, or allied industries or subject matters.  Applicants must have strong oral and written communication skills, and must be able to manage a varied caseload.

Candidates must possess  essetial personal qualificatins including integrity initiative, dependability, judicial temperament, and the ability to work cooperatively with others.
