The CPUC’s mandate to protect consumers and regulate transmission and distribution of gas extends to mobile home parks that either collect natural gas or propane for distribution to the park’s residents or connect to a natural gas provider with a master meter. These parks are subject to the rules of General Order 112E as well as federal standards for gas safety.
