Can mobile home park operators bill me whatever they want?

In California, mobile home park operators may not charge in excess of the rates offered by the local franchise utility. Your bill should reflect the appropriate rates, beginning and ending meter reads, baseline allowances, taxes and surcharges. The current rates in effect must also be displayed in a location accessible to the residents of the park. The park must offer residents any low-income rates available to customers of the local utility company.
