Can the mobile home park operator charge the park residents for repair and upgrade of the facilities?

In Commission Decision D.95-02-090, recovery of the costs of owning, operating and maintaining a submetered utility system is included in the discount the park receives from the utility providing service to the park. The park may not pass on to tenants additional costs for repair and maintenance to the submetered utility system within the park.
