California Alternative Rates for Energy - Customers whose total household income falls within the allowed limits can enroll in CARE to receive a 20 percent discount on their energy bills and are excluded from the increases approved in 2001 for PG&E, Southern California Edison and San Diego Gas and Electric Companies.
