Who do regulated water companies serve?

Twenty percent of California's water users are customers of investor owned water companies.

The PUC regulates 128 small water systems and 10 larger systems (large water utilities are those with more than 10,000 service connections). The 10 larger systems are divided into 54 ratemaking districts.
