PG&E Jefferson-Martin 230 kV Transmission Project

(Application No. A-02-09-043, filed September 30, 2002)

Welcome to the California Public Utilities Commission (CPUC) web page for the California Environmental Quality Act (CEQA) review of the proposed construction of Pacific Gas and Electric's (PG&E) Jefferson-Martin 230 kV Transmission Project. An application for this project was submitted to the CPUC on September 30, 2002, and the project was approved by the CPUC on August 19, 2004, in Decision D.04-08-046. Construction of the PG&E Jefferson-Martin Project was completed in August 2006 and post-construction revegetation efforts were conducted during fall 2006. This page provides access to public documents and information relevant to the CEQA review.

Environmental Review

The CPUC completed its environmental review process with the certification of the Final EIR on August 19, 2004. Following are the documents that were published during the environmental review process:

Construction Progress and Mitigation Monitoring

PG&E constructed the Jefferson-Martin Project as five segments:

  • Segment 1 (all underground): Jefferson Substation to Hayne Road
  • Segment 2:
    • Underground portion: Hayne Road to Trousdale Transition Pole
    • Overhead portion: Trousdale Transition Pole to Glenview Transition Pole
  • Segment 3 (all underground): Glenview Transition Pole to start of BART ROW
  • Segment 4 (all underground): BART ROW
  • Segment 5 (all underground): Hillside/Hoffman to Martin Substation

Construction began in January 2005 and was completed in August 2006. Subsequent revegetation efforts were conducted through the fall of 2006. Reports on construction status and activities are posted here.

EMF Management Plan

The CPUC reviewed PG&E's EMF Management Plan for the Jefferson-Martin 230 kV Transmission Line Project to ensure its compliance with D.04-08-046:
