The CPUC adopted an Order Instituting Investigation on September 15, 2022 to explore future energy options for 280 lots within a subdivision located in the unincorporated community of Santa Nella in Merced County. The current gas service provider, SNME Inc. (SNME), intends to terminate gas services to these residences, which will leave residents without gas for heating and cooking.

PG&E General Rate Case Phase II (A.16-03-013)

The CPUC will hold Public Participation Hearings to provide an opportunity for the public to comment about the second phase of PG&E's 2017 General Rate Case (GRC). The purpose of Phase II of the GRC is to determine the cost each customer class is responsible for and to determine the rate schedules for each customer class. This application proposes an increase of $0.5 million in annual revenues related to previously incurred rate development costs. The application also proposes to assign already authorized revenues to its customers and adjust rate design.

PG&E Rate Increase Request

PG&E is requesting CPUC authority to increase revenue $333 million in 2017, followed by an additional increase of $469 million in 2018 and, in 2019, an additional increase of $368 million. The cumulative total increase for the 2017-2019 period would be $2.305 billion as compared to the 2016 revenue amount of $7.9 billion. The CPUC is holding Public Participation Hearings to hear directly from members of the public their thoughts on PG&E’s request. The hearings will take place as follows:

San Diego Gas & Electric (SDG&E) 2024 General Rate Case (A.22-05-016)

On May 16, 2022, SDG&E submitted its 2024 General Rate Case application (A.22-05-016) requesting CPUC approval to increase revenues for 2024-2027. SDG&E is requesting to increase revenues by $449 million (17.6 percent increase over 2023 expected revenues) in 2024. This application also includes requested increases of $315 million (10.5 percent) in 2025, $306 million (9.2 percent) in 2026, and $279 million (7.7 percent) in 2027. If the CPUC approves this application, SDG&E will implement new revenues in electric and gas rates beginning on January 1, 2024. If SDG&E’s rate request is approved by the CPUC, the typical inland and coastal residential monthly bill using 400 kWh per month would increase by approximately $8.45 or 5.3% per month in 2024, compared to estimated 2023. If SDG&E’s rate request is approved by the CPUC, the typical residential monthly bill using 24 therms per month would increase by approximately $9.16 or 17.5% per month in 2024, compared to estimated 2023. Individual customer bills may vary.

San Onofre Nuclear Generating Station Decommissioning (A.22-02-016)

On February 28, 2022, SCE and SDG&E submitted an application for their Nuclear Decommissioning Cost Triennial review to the CPUC requesting approval for cost recovery related to Palo Verde and SONGS nuclear power plants that were completed during January 1, 2018, through December 31, 2020, and for undistributed decommissioning expenditures incurred during the same period. SDG&E owns a minority share of SONGS.

Southern California Gas Company (SoCalGas) 2024 General Rate Case (A.22-05-015)

On May 16, 2022, SoCalGas submitted its 2024 General Rate Case application (A.22-05-015) requesting CPUC approval to increase revenues for 2024-2027. SoCalGas is requesting to increase revenues by $738 million (20.2 percent increase over 2023 expected revenues) in 2024. AT&T Corp. Transfer of Residential Local Phone Service to Frontier Communications (A.21-05-007)

On May 14, 2021, AT&T Corp. (U 5002 C), a Competitive Local Exchange Carrier (CLEC), filed an application to discontinue residential services in the service territory of Frontier Communications, Inc. (Frontier) and to relinquish its Eligible Telecommunications Carrier (ETC) designation. AT&T Corp. is requesting the California Public Utilities Commission (CPUC) for permission to transfer the approximately 2,700 impacted customers to Frontier if the impacted customers take no action to choose a different service provider. AT&T Corp. has also sent notices to the impacted customers to inform them that they can consider choosing a different telephone service provider or be transferred to Frontier if they take no action. Pending regulatory approval and this Public Forum, AT&T Corp. will transfer its remaining Residential Local Phone Service customers to Frontier on or after December 16, 2021. AT&T Corp. is a separate entity from its corporate affiliate, AT&T California (U 1001 C), that provides telephone services to millions of customers throughout its service territory in California.

Order Instituting Rulemaking Proceeding to Consider Rules to Implement Broadband Equity, Access, and Deployment (BEAD) Program (R.23-02-016)

The CPUC, in its commitment to help bridge the digital divide, will hold two virtual public forums for consumers to offer input regarding quality and accessibility of high-speed broadband in their communities. The public forums provided an opportunity for the public to engage with the CPUC regarding access to essential communications services and service quality, particularly pertaining to access concerns raised in the CPUC’s proceeding to implement the Broadband Equity, Access, and Deployment (BEAD) Program. Consumers were encouraged to discuss all aspects of broadband service, especially whether broadband service affects access to critical information and vital services such as education, job search resources, and healthcare. Additionally, the CPUC were interested in hearing about difficulties encountered with the quality and accessibility of internet service. BACKGROUND: In response to a petition, the CPUC opened this proceeding to examine service quality standards for telecommunications services, including landline telephone, VoIP/Internet phone, cellphone/wireless phone, and Internet/broadband services. The goal is to ensure all Californians have adequate access to public safety and emergency services, public health, educational resources, as well as the many other benefits these services provide when offered in a reliable manner. The first set of public forums were held on Dec. 6 and Dec. 8, 2022.

The CPUC’s service quality rules for landline telephone service are mainly contained in General Order (GO) 133D. GO 133D has rules for installation times and commitments, response to customer service requests, out-of-service time periods, and the amount of time it takes for a service representative to pick up when a customer calls to complain. GO 133D also requires landline telephone providers to submit reports every three months.

The California Public Utilities Commission (CPUC) will hold remote access (virtual) public forums to hear comments regarding the costs of making a phone call from prisons and jails in California.

BACKGROUND

On October 8, 2020, the CPUC opened a proceeding to address the high in-state inmate calling phone service rates. These public forums are intended to develop and refine a shared understanding of issues regarding the telecommunication services used by incarcerated people and their families in California. The main issue to be addressed in this proceeding is how the CPUC should regulate the rates, terms, and conditions of telecommunications services provided to incarcerated people in California to ensure they are just and reasonable.

The COVID-19 pandemic exposed many pre-existing inequalities and has made it difficult for in-person visits to jails and prisons. Now, more than ever, families and friends are bearing the costs to communicate with incarcerated people in the state. In some jurisdictions, a local 15-minute phone call can run as high as $26.75. The same phone call from a juvenile facility can cost as much as $13.65. This proceeding will consider how to ensure incarcerated people and their families have access to affordable communications services.

Affordability En Banc on Energy Costs and Rates (R.18-07-006)

The CPUC held a virtual En Banc on Energy Costs and Rates to further evaluate affordability proposals to control costs and mitigate both electric and natural gas rates. The En Banc will allow decision-makers to hear from experts on utility rates and affordability concerns to ensure California can modernize its energy system while maintaining affordable bills for ratepayers.

This two-day En Banc examines in more depth affordability proposals addressing ratemaking reforms, equity, environmental concerns, and non-ratepayer funding strategies. This En Banc follows-up on the rates en banc held in February 2021, which discussed proposals in an Energy Division whitepaper evaluating utility costs and rate forecasts.

This public forum is an opportunity for local residents and organizations to provide their perspective and input to the CPUC regarding the proposed scope and schedule for this proceeding. The purpose of the proceeding is to examine the long-term viability of the Aliso Canyon gas storage facility. The scope of the proceeding does not include the immediate question of whether the facility should be reopened for injection in 2017, but rather the long-term feasibility of minimizing or eliminating the use of the facility while still maintaining energy and electric reliability for the Los Angeles region, consistent with maintaining just and reasonable rates.

A forum (called a Public Participation Hearing) to hear from the public about the CPUC's efforts to increase access to affordable energy for disadvantaged communities in the San Joaquin Valley. The CPUC is developing improved consumer protection programs for Californians who use the Net Energy Metering (NEM) program to go solar. Public Forum on Utility Poles

The CPUC is holding this public forum to bring awareness to residents and solicit their input about utility pole safety issues. Poorly maintained poles and attached electric and communication wires have tragically caused substantial property damage from fires and loss of life in California. The CPUC is tasked with ensuring the safety of all poles in California and has opened an investigation to consider the creation of a pole census to better manage pole conditions (proceeding number I.17-06-027). The census would allow pole owners and companies that attach their communication and electric wires to poles to share pole information and for the CPUC to better ensure pole safety. The CPUC welcomes attendance at this forum, as public comments help the CPUC reach an informed decision, as follows:
