California Teleconnect Fund (CTF) 

Making Communications Services Affordable

The CTF program provides a 50% discount on select communications services to schools, libraries, hospitals and other non-profit organizations.

 

The program was established by Decision 96-10-066 on October 25, 1996.  In this decision, the California Public Utilities Commission reaffirmed its commitment to universal service, and created the CTF program in accordance with state and federal directives.  The program is funded through a surcharge on all customers that purchase intrastate telecommunications services.

Important Announcements

  • In addition to the CTF program, schools and libraries may apply for discounted services through the Federal Communications Commission's E-rate program
  • For additional technology or telecommunications discounts, Community Based Organizations can check with two groups: Community Technology Foundation of California and the Community Collaborative Fund
  • Community based organizations offering a community technology program may be eligible to purchase surplus state-owned information technology equipment for less than fair market value. California’s Department of General Services has established a website to facilitate the purchase of this equipment. If you think your organization may qualify, please review the specific criteria found at this website. Also, click here for a letter containing more details about this program.
