Making Telecommunications Services Affordable for Schools, Libraries, and Others

The California Teleconnect Fund (CTF) Program was established by Decision 96-10-066 on October 25, 1996.  In this decision, the Commission reaffirmed its commitment to universal service, and in accordance with state and federal directives, created the CTF program to provide 50% discount on selected telecommunications services to qualifying schools, libraries, government-owned and operated hospitals and health clinics, and community based organizations. 

The program is funded through a surcharge on all end-users of intrastate telecommunications services.

What schools qualify for these discounts? Public or nonprofit schools that provide elementary or secondary education and that have endowments under $50 million.
What libraries qualify for these discounts? Libraries eligible to participate in state-based plans for funds under Title III of the Library Services and Technology Act.
Health care institutions Hospitals and health clinics that are owned and operated by a municipal or county government or a hospital district
What other organizations qualify? First they must be tax-exempt organizations described in Section 501 (c)(3) or 501 (d) of the Internal Revenue Code, Title 26 of the United States Code. Second, they must be:
Community Based Organizations CBOs that offer health care, job training, job placement, or educational instruction.
 Community Technology Programs CBOs offering access to and training in the Internet and other technologies.
What discount and services qualify for the California Teleconnect Fund? A 50% discount applies to: All measured business service lines, Switched 56 lines, ISDN, DSL, T-1, DS-3, and up to and including OC-192 services or their functional equivalents.
What is the process to apply? Complete an application and send it to the PUC at the address on the form.

How can I check on my application? The Telecom Division will notify applicants of their eligibility in writing and will post a list on the PUC web site.
What is the effective date for my application? It will be the filed-date stamped on the application.
What comes next? After receiving a copy of your approved application from the PUC's Telecom Division, contact the service provider of your choice to arrange discounted services. Provide a copy of the PUC's qualifying letter and date-stamped application as proof of eligibility.
Are there other programs for technology or telecommunications discounts? Yes. Schools and libraries may apply for discounted services through the Federal Communications Commission's program at  or call for information 888-203-8100. More details are available at the Calif. CBOs may check with two groups created by the PUC: Community Technology Foundation of California and the Community Collaborative Fund.
