Notice of Preparation and Scoping

Publication of the Notice of Preparation (NOP) and the Notice of Intent (NOI), as required by CEQA and NEPA respectively, announces the preparation of the EIR/EIS for the CLTP. The NOP and NOI also initiate the 30-day public scoping period for the EIR/EIS. During the scoping period, the CPUC and BLM solicited comments on planning issues, environmental concerns, potential impacts, alternatives, and mitigation measures that should be considered in EIR/EIS. The scoping comment period ended on September 3, 2014.

All comments received during the scoping period, as well as a detailed summary of the public scoping effort, can be found in the Scoping Report prepared for the CLTP.
