James Ralph, Chief of Policy and Legal Affairs for President Picker


James Ralph is Chief of Policy and Legal Affairs to Michael Picker, President of the California Public Utilities Commission.  He also has served as President Picker's Chief of Staff (Interim) and Legal Advisor.  Before joining President Picker's office, he was an attorney in the CPUC's Legal Division, Energy Procurement Section, where he worked on federal, state, and administrative litigation matters.  Prior to joining the CPUC, he was staff counsel at the Office of Enforcement of the State Water Resources Control Board, part of the California Environmental Protection Agency.  He prosecuted matters under the Clean Water and Porter-Cologne Water Quality Control Acts, and handled a variety of other water quality and rights matters.  In private practice, he represented clients in water, energy, and transportation policy and regulatory matters.

James received his law degree, with a certificate in public interest law, from the University of San Francisco School of Law.  He served as an extern for the Hon. Maria Elena James of the United States District Court, Northern District of California. A graduate of Colgate University, he majored in Political Science and was the founder and editor-in-chief of The Colgate Forum, a journal exploring issues of political, legal, and social significance.
