Guidelines for Broadband Data Submission
A Data Request will be sent to California broadband providers on or before March 1st of each year, outlining any instructions or changes in our data collection process. Please submit your data in accordance with the data request instructions by the submission deadline.
Pursuant to Public Utilities Commission Decision D.16-12-025, (Competition OII, Ordering Paragraph 1), all communications providers certificated and/or registered with the California Public Utilities Commission (CPUC) shall submit annually to the Communications Division by April 1, broadband subscriber and deployment data by Census Block as of the prior calendar year’s end in a form as designated by Communications Division Staff.
Both the Governor’s Executive Order N-73-20 and the 2020 Broadband Action Plan highlight the role of the CPUC in collecting and mapping accurate broadband information. Accordingly, we will not be granting exemptions from Census Block reporting of subscription data under D.16-12-025.

Who Should Submit Data?
- Providers subject to Decisions D.16-12-025, (Competition OII, Ordering Paragraph 1) must submit broadband data
- Facilities-based providers only (Partial Resellers should submit data on broadband they provide from facilities they own; however pure resellers should not submit data)
- Providers
with broadband speeds greater than 200 Kbps, in at
least one direction, that can provision new requests for broadband services
within an interval that is typical for that type of connection.
