Consumer Contacts Statistics Regarding the LifeLine Program

  The California Public Utilities Commission (CPUC) Consumer Affairs Branch (CAB) assists consumers to resolve application denials to program participation, and assist participants in resolving LifeLine billing issues with their service providers.

The CAB LifeLine team receives informal contacts from consumers by phone, mail, and electronic submissions (email/web form). CAB gathers and analyzes data regarding informal contacts it receives about the LifeLine program to better inform operational decisions in the California LifeLine Program.  The LifeLine data presented are organized into communication type and complaint category to provide the most granular information available to stakeholders.  The data is made available to the public to provide information about the operational trends of the California Lifeline Program and the Federal Wireless Lifeline Program.  The data is offered for information purposes only.

The monthly reports are organized by three sections based on the month:

  1.  Informal contacts received by phone,
  2.  Written informal contacts received by mail/electronic submission,
  3.  Written informal contacts closed by mail/electronic submission

  2. The CPUC does not endorse or recommend one utility company over another,  
  3. Informal complaints to CAB are not always resolved in favor of the consumer
