California Senate Bill 1563 requires the California Public Utilities Commission (CPUC) to convene a proceeding to identify the factors that prevent ubiquitous availability of advanced communications services and to develop a plan to address these barriers. To accomplish the goals set out in SB 1563, the CPUC initiated a rulemaking proceeding (R.03-04-003) on April 11, 2003.
