Net Energy Metering (NEM) 2.0 Evaluation

Pursuant to Assembly Bill 327 (Perea, 2013), the California Public Utilities Commission (CPUC) adopted the current NEM structure, often referred to as "NEM 2.0" or the "NEM successor tariff," through the NEM 2.0 Decision (D.16-01-044) in January 2016.  The Decision requires the CPUC and its Energy Division to consider adjustments to the NEM 2.0 tariff in the future.

The Decision on NEM consumer protections (D.18-09-044) authorizes ratepayer funding for a consultant to conduct a formal and independent evaluation of NEM 2.0 to analyze the costs and benefits of customer-sited renewable resources taking service on the tariff and its variants.  The evaluation will examine the effects of the tariff and assist the CPUC in its review of NEM 2.0. 

Release of Draft Report

The draft report was released on August 14, 2020 and has been posted here.  Informal comments on the draft report may be submitted by Tuesday, September 8, 2020 to William Marin at william@verdantassoc.com using this spreadsheet.

Verdant hosted a webinar on the report on Thursday, August 20, 2020.  The webinar consisted of a walkthrough of the report, followed by a question and answer session.  Slides from the webinar are available here and a recording of the webinar is available here.

On August 27, 2020, a revised draft model, table with batch inputs, and all load shapes that meet minimum data requirements were released.

Workshop on Draft Research Plan for NEM 2.0 Evaluation

On December 6, 2019, Energy Division staff hosted a workshop to present the draft research plan for the NEM 2.0 evaluation and to solicit feedback from interested stakeholders.

Final Research Plan for NEM 2.0 Evaluation

On February 26, 2020, a letter from Director of Energy Division approving the final research plan was sent to the service list for R.14-07-002.  Energy Division expects to release the final study by June 30, 2020.

California Solar Consumer Protection Guide Evaluation
