Kelsey Choing serves as an Energy and Water Advisor to Commissioner Shiroma, on loan from the CPUC’s Energy Division. In the Energy Division, Kelsey worked as an analyst on resource adequacy, Federal Energy Regulatory Commission and California Independent System Operator matters, transmission rate cases, and utility securitization. Prior to joining the Energy Division, Kelsey served as an analyst in the Public Advocates Office, working on Class A water general rate cases. Kelsey holds a Bachelor of Science degree from Carnegie Mellon University, where she double-majored in Policy & Management and Economics.
