Manisha Lakhanpal is a Policy Advisor to Commissioner Baker. Before this role, Manisha served as an Administrative Law Judge at the Commission from August 2019 to June 2025. Manisha joined the Commission in 2012 as a senior analyst, handling issues like energy storage, transmission rate cases, community choice programs, and affiliate transaction rules. Between 2017 and 2019, she led teams working on telecom and water policies in the Public Advocates Office and on Energy Efficiency programs in the Energy Division. Earlier in her career, Manisha worked at public utility commissions in Indiana, Missouri, and Illinois. Manisha holds a Master of Science in Applied Economics from Illinois State University.
