Rosanne (Rosie) O’Hara serves incoming President Alice Reynolds as an interim Legal and Policy Advisor.

Rosie joined the Commission in 2015 and has since served as staff counsel representing the Public Advocates Office and the Consumer Protection and Enforcement Division.  As staff counsel, she has worked on rulemakings, applications, and enforcement proceedings across the energy and telecommunication sectors.  She previously served as a senior analyst in the Public Advocates Office, primarily on distributed energy resources and the Renewables Portfolio Standard.  Rosie holds a B.A. in International Studies from University of California, San Diego, an MSc. in Development Management from the London School of Economics, and a J.D. from University of California, Hastings College of the Law.  

In her spare time, Rosie likes to learn new facts about the natural world – plants, animals, bugs, and everything in between.
