Vanessa Baldwin serves President Alice Reynolds as her interim Legal and Policy Advisor.

Vanessa joined the Commission in 2017 and most recently served as advisory counsel on wildfire and water related issues.  Prior to this, Vanessa represented the advocacy divisions in energy, water, and telecommunications related proceedings. 

Before joining the Commission, Vanessa worked as staff counsel at the State Water Resources Control Board enforcing water quality orders and permits.  Vanessa holds a bachelor’s degree in Sociology from University of California, Berkeley, a juris doctor degree from Syracuse University, and a master’s degree in Natural Resources Management from State University of New York College of Environmental Science and Forestry.
