Emiko previously served as Assistant General Counsel at the California Natural Resources Agency from 2016 to 2020. There she provided legal counsel to the agency’s executive team and the 26 departments, commissions, boards and conservancies within the agency. Prior to that, Emiko was Special Assistant for Policy at the California Natural Resources Agency from 2013 to 2016. In that role, Emiko focused on water policy, working on implementation of the Sustainable Groundwater Management Act, Proposition 1’s Water Storage Investment Program and the California Water Action Plan. Emiko began her career in California state government as an Executive Fellow at the Fair Political Practices Commission in 2011.

Emiko holds a Juris Doctorate from Santa Clara University School of Law and Bachelor of Arts degree in Political Science from the University of California, San Diego.
