Reliability and Policy-Driven Base Case

This workbook summarizes the new build portfolio being considered for study in the CAISO's 2019-20 TPP as the Reliability and Policy-Driven Base Case: the 2017 IEPR updated version of the RESOLVE 42 MMT case from the 2017-18 IRP Reference System Plan, with adjustments reflecting updated transmission availability data from the CAISO. This workbook version is current as of 2/28/2019, and is the best available working documentation made available by the CPUC prior to formal consideration and adoption by the Commission. Policy-Driven Sensitivity Cases

This workbook summarizes the new build portfolios being considered for study in the CAISO's 2019-20 TPP as the Policy-Driven Sensitivity Cases: Case B and Case C presented in the IRP proceeding January 11, 2019 ruling Attachment B, reoptimized to reflect updated transmission availability data from the CAISO. The link below itemizes the existing units assumed to retire within the IRP planning horizon (through 2030).  It includes already planned retirements such as Diablo Canyon in 2024 and Once-Through-Cooled units, as well as additional assumed retirements due to the “40-year age-based retirement assumption” for existing fossil-fueled units.  As described in the IRP proceeding March 18, 2019 Proposed Decision, this coarse modeling assumption represents potential future retirements that will be studied with the new build portfolios in the CAISO’s 2019-20 TPP.

The following document describes inputs and assumptions used in production cost modeling work that CPUC staff performed to inform the 2017-2018 IRP process and the development of portfolios for the CAISO’s 2019-20 TPP.
