Ely Jacobsohn

Ely currently serves as an Advisor to Commissioner Houck. He started at the California Public Utilities Commission (CPUC) in 2021 in the Energy Efficiency (EE) Branch collaborating with many team members to shepherd the review and approval of nine applications for EE Portfolios. Following approval, Ely led performance oversight of the portfolio administrators (PAs) to improve and increase the resources, structure, and capabilities of staff to review PA portfolios moving forward. In his role in EE, Ely focused on the impacts of EE related to both energy and non-energy benefits like affordability, improved equity, improved health, and others to understand what might be important to different audiences as they consider EE investments.
Prior to joining the CPUC, Ely worked at the Maryland Energy Administration, U.S. Department of Energy, and a small non-profit called Building Change. His roles usually included stakeholder engagement and policy analysis to identify optimal – or just better – methods to achieve more effective EE policy and market outcomes. Ely has a BA in Political Science from George Washington University, and completed extensive graduate work in Public Policy at the University of Maryland, Baltimore County and University of Delaware.
