Victor Smith serves as Commissioner Houck's Deputy Chief of Staff. Prior to this role, Victor was an advisor to Commissioner Houck, and an analyst in the CPUC's Energy Division and Public Advocates Office. Victor has worked on energy, telecommunications and water policy issues including implementation of broadband grant programs, reform of the Commission’s public purpose program surcharge, and general rate cases for Class A water utilities. Prior to joining the Commission, Victor worked as a financial consultant with municipalities and water agencies across California. Victor holds a Master of Environmental Management from Duke University and a B.A. in Chinese and the Curriculum in Peace, War, and Defense from the University of North Carolina at Chapel Hill.
