Victor Smith serves as Acting Chief of Staff and advisor to Commissioner Houck.

Victor began working at the CPUC in 2019. His first role at the CPUC was in the Public Advocates Office, where he worked on the Communications and Water Policy team. He recently worked as an advisor for Commissioner Houck’s office for two years on broadband, water, and energy issues. Most recently he worked in Energy Division on the utility costs and compliance team. Prior to working at the CPUC he was a financial consultant for Raftelis, where he worked on financial plans for publicly owned utilities and agencies. Victor holds a master’s degree in environmental management from the Nicholas School of the Environment at Duke University, and a bachelor’s in Asian Studies and the Curriculum of Peace, War, and Defense from the University of North Carolina in Chapel Hill.
