Arnold joined the CPUC in 2020, working in the Safety Policy Division on various proceedings, including the Risk-Based Decision-Making Framework and the evaluation of investor-owned utilities’ Risk Assessment Mitigation Phase applications. Prior to joining the CPUC, he served as an economist at the California Department of Conservation, working on the economic impact assessments for regulatory packages on pipeline testing, underground injection control, idle wells, and other rulemakings. He also served as an economist with the New York City Department of Finance, working on areas of tax policy, and as a researcher with the Vera Institute of Justice, a nonprofit research and policy organization headquartered in New York City. He earned a Bachelor of Arts in Economics from Colgate University and a Master’s in Urban Policy from the Milano School of Policy, Management, and Environment (part of The New School in NYC).
