Yuliya Shmidt
Interim Advisor
Yuliya Shmidt joined the CPUC in 2008 as an analyst for the Public Advocates Office (Cal Advocates) where she worked on demand response. She then led Cal Advocates’ renewable team focusing on policy and implementation of the Renewables Portfolio Standard. From 2014 to 2017 she was the supervisor of Cal Advocates’ procurement section which included long-term procurement planning, resource adequacy, energy cost recovery, market initiatives, and power plant applications. From 2017 to 2021 Yuliya served as an energy advisor to Commissioner Rechtschaffen working on a variety of topics including transportation electrification, affordability, environmental and social justice, general rate cases and rate design. Yuliya holds a bachelor’s in Environmental Studies and Philosophy from University of California, Santa Cruz, and a master’s in Environmental Science from Yale University. In 2012-2013, Yuliya was a Fulbright Public Policy Fellow in renewable energy in Guatemala City, Guatemala.
