Seina Soufiani
Energy and Water Advisor
Seina joined the CPUC in 2024 and has served in the Energy Division’s Electric General Rate Case section and the Integrated Resource Planning section. He has worked on issues related to utility revenue requirements, ratemaking, cost recovery, reliability and clean energy planning and procurement, and transmission and interconnection planning.
Before joining the CPUC, Seina served as Chief Engineer at the Colorado Public Utilities Commission, where he worked from 2018 to 2024 in various roles. He provided testimony and recommendations to Commissioners on issues including demand-side management, clean heat planning, beneficial and transportation electrification, rate cases, and certificates of public convenience and necessity.
Seina is licensed as a Professional Engineer (PE) in California and Colorado and is an instructor for the PE licensing examination for engineers across the United States. He earned a Master of Science in Global Energy Management from the University of Colorado Denver and a Bachelor of Science in Chemical Engineering from the University of Colorado Boulder.
