Resolution E-5436 (adopted April 30th, 2026) directs the utilities to host a hybrid stakeholder workshop on customer-owned distributed energy resource (DER) decommissioning. This workshop is intended to improve the State’s and the public’s understanding of DER decommissionings, utility responsibilities related to this topic, explore opportunities to improve decommissioning guidance, tracking, and reporting, and scope the consequences of unreported decommissionings. Consequently, this could lead to improved energy/grid planning, understanding of DER system adoption and lifecycle, and encourage the recycling of systems at their end-of-life, among other things.
