RPS Compliance Rules and Process
The California Public Utilities Commission (CPUC) implements and administers RPS Compliance Rules for California's retail sellers of electricity, which include investor-owned utilities (IOUs), electric service providers (ESPs) and community choice aggregators (CCAs). The California Energy Commission (CEC) is responsible for the certification of electrical generation facilities as eligible renewable energy resources, and adopting regulations for the enforcement of RPS procurement requirements of Publicly Owned Utilities (POUs).
60% RPS Procurement Rules
California is a clean energy leader with a Renewable Portfolio Standard (RPS) that has increased significantly over time. The California's RPS program was established in by Senate Bill (SB) 1078, and has been subsequently modified by SB 107, SB 1036, SB 2 (1X), SB 350 and SB 100. The RPS program is codified in Public Utilities Code Sections 399.11-399.33.
The RPS program administered by the Commission requires each retail seller to procure eligible renewable energy resources so that the amount of electricity generated from eligible renewable resources be an amount that equals an average of 20 percent of total electricity sold to retail customers in California for compliance period 2011-2013; 25 percent of retail sales by December 31, 2016; 33 percent of retail sales by December 31, 2020; and 60% by 2030. It is also, the State's policy that electricity come from 100 percent carbon-free resources by 2045.

60% RPS Compliance Process
Energy Division staff, in collaboration with RPS stakeholders, have developed an Annual RPS Compliance Report spreadsheet for retail sellers to report their progress towards reaching RPS compliance requirements, as implemented by compliance Decision (D.)12-06-038. Pursuant to D.12-06-038, all retail sellers are subject to the jurisdiction of the CPUC and must submit an Annual RPS Compliance Report each year on August 1.
