In this rulemaking, the California Public Utilities Commission (CPUC) is looking at how to facilitate gas decarbonization while supporting equity, safety, affordability, and reliability.

California’s energy system is changing. Gas demand is declining as the state pursues greenhouse gas goals and consumers adopt lower-emitting technologies. In this proceeding, the CPUC will update the gas regulatory environment to meet rapidly evolving energy demands.

Proceeding goals include:  

  • Increase opportunities for decarbonization of the gas system with a focus on disadvantaged communities  
  • Take into account ongoing changes in gas and electric systems  
  • Maintain safety, reliability, affordability, and opportunities for affected workforces

Potential activities include and are not limited to:

  • Overseeing implementation of sections 661, 662, and portions of 663 of SB 1221 (Min 2024)  

  • Identifying and facilitating opportunities for cost-effective decarbonization of gas customers and decommissioning gas infrastructure   

  • Developing long-term gas planning processes, including analysis of gas transition scenarios and their costs

  • Revising utility rate-making procedures  

  • Enhancing coordination with planning activities at other state agencies
