California Vehicle Code Section 22452 (CVC 22452) requires certain vehicles, including but not limited to buses carrying passengers and vehicles transporting hazardous or explosive materials, to stop at railroad crossings prior to proceeding across the tracks unless an authorized EXEMPT sign is mounted below the advance warning sign on approach to a crossing. CPUC maintains the list of crossings that are exempt from the CVC 22452 stop requirements.

The Exempt Crossings List was updated by Commission Resolution SX-151 dated February 15, 2024.  Appendix A of the Resolution identifies the locations that are authorized as exempt from CVC 22452 requirements and where the track and roadway remain in place based on review by CPUC staff in 2023.

At these locations, the roadway authority (Caltrans, county, or city) typically maintains the EXEMPT sign/plaque with black background consistent with Section 8B of the California Manual on Uniform Traffic Control Devices. Except in rare cases where the exemption was authorized after 1978, an EXEMPT plaque with yellow background shall not be used.  For questions regarding specific crossings, please contact rceb@cpuc.ca.gov or the RCEB Utilities Engineer for that area.
