SAN FRANCISCO– The California Public Utilities Commission (CPUC) today opened a new proceeding to continue its work to make comprehensive policies, processes, and rules guiding autonomous vehicle (AV) passenger transportation services. The new proceeding marks a critical step in advancing the safe, equitable, and transparent deployment of AV technologies in the state.

Key Highlights

  • Continuation of Oversight: Building on the current proceeding (R.12‑12‑011) that concluded today, the new Rulemaking opened today covers unresolved issues and serves as its successor.
  • Scope: The new proceeding includes areas such as advanced driver assistant system integration, partnerships between AV operators and other regulated passenger carriers, personally owned AV participation, shared and airport operations, and policies on unaccompanied minors.

Next Steps

Stakeholders, including service providers, technology developers, consumer advocates, and regional transit agencies, are invited to participate actively. Early engagement ensures that the Rulemaking reflects diverse perspectives around safety, innovation, and accessibility.

The CPUC’s process aims to strike a balance between fostering technological advancement and safeguarding Californians. With AV services evolving rapidly, this Rulemaking is a pivotal platform to solidify California’s leadership in transportation innovation.
