The California Public Utilities Commission (CPUC) will hold a workshop as part of its Communications Service Quality Rules proceeding to discuss voice service quality standards and metrics, and updates to enforcement methods that are being considered. Participants are encouraged to attend in-person, but remote access is available.

WHEN: Sept. 7, 2023, 9 a.m. – 4 p.m.

WHAT: In this workshop, participants will discuss the existing penalty mechanism in General Order (GO) 133-D, possible enforcement changes, and consideration of service quality measurements and metrics that are not included in the existing GO 133-D as the CPUC considers revisions to the General Order.

BACKGROUND:

In response to a petition, the CPUC opened this proceeding to review the service quality expectations for different types of essential communications services in California. This includes landline telephones, voice over internet protocol (VoIP)/internet phones, wireless/cellular phones, and internet/broadband services. The main objective is to make sure that everyone in California can reliably access essential services such as emergency assistance, healthcare information, education resources, and other benefits provided by these services.

The CPUC’s rules for maintaining quality in voice services are primarily outlined in GO 133-D. This order sets guidelines for issues such as installation timelines, handling customer service requests, and the duration of service outages. The CPUC aims to determine if the existing service quality standards are still suitable for the current needs of Californians.

No official action will be taken on this matter at the workshop.
