Name: Portia Millington
Title: Training Analyst
Division: Human Resources – Training, Learning, and Development Unit
CPUC Tenure: 7 years
Headquarters: Sacramento

CPUC role:
I coordinate the CPUC Tuition Reimbursement Program and co-lead the Crucial Conversations trainings. I also administer the Learning Management System, which is our official record of training activity and track compliance with training completions. I also act as a resource for CPUC staff answering questions about all matters involving training!

What’s one project you’ve worked on that you’re especially proud of and why?
Tracking continued leadership development activity where Supervisors and Managers must complete 20-hours every two years. When I began this assignment in 2020, we tracked hours on a basic spreadsheet, and I created an attestation form modeled after how attorneys track their continued education for the State Bar. The Learning Management System replaced the spreadsheet in 2022, and we successfully reached 100 percent completion in 2023-24, meaning all Supervisors and Managers met their 20-hour requirement.
Promoting continued learning and curiosity are some of my personal core values, so it’s gratifying to support the CPUC’s compliance training efforts and see our completion rates grow over time.

What initiatives at the CPUC make you proud to work here?
I am most proud of our Diversity, Equity, and Inclusion initiatives like our Employee Resource Groups and monthly lunch talks. I grew up in Los Angeles with friends from so many different backgrounds, and seeing diverse stories celebrated at the CPUC on a regular basis makes me especially proud to work here and serve California.

What’s something people might be surprised to learn about you?
Back in high school, I watched all 250 films on IMDb’s best films list. Ask me about a niche indie film and I’ve probably seen it many years ago.

What’s one hobby or activity you really enjoy outside of work?
In my free time, I enjoy playing board games with friends. We are a little obsessed with Carcassonne. Carcassonne is a tile-based, German-style board game for two to five players where the game board is a medieval landscape built by the players as the game progresses.

Do you have a favorite book, podcast, or show you recommend?
I would recommend reading Meditations for Mortals by Oliver Burkeman. If you struggle with perfectionism, this book may be a huge game changer for you like it was for me!
